Thailand firearm regulation and control measures
Overview
Following a mass shooting near Bangkok involving a 14-year-old student, the Thai government has moved to implement restrictive firearm measures. Prime Minister Anutin Charnvirakul has proposed legislation to suspend the issuance of new firearm purchasing and ownership permits, while instructing police to cease the renewal of existing gun-buying permits.
Deputy Prime Minister Pakorn Nilprapan is preparing to submit a draft amendment to the Firearms Act of B.E. 2490 (1947) to the Cabinet. The proposed reforms aim to modernize the outdated analog system through a comprehensive digital tracking system that monitors firearms from importation through sale and ownership. Key components include requiring firearm licenses to be renewed every three years, tightening controls on weapon transfers to prevent illegal pawning, and increasing oversight for shooting ranges to prevent ammunition leakage. The plan also includes stricter mental health checks for buyers and requires gun shops to share responsibility for oversight.
To address the proliferation of illegal weapons—specifically smuggled goods, unregistered legal purchases, and locally manufactured guns—the Ministry of Interior is proposing an amnesty policy. This would allow individuals to surrender firearms without facing legal liability, serving as a more cost-effective alternative to government buyback programs.
Additionally, Minister of Justice Pol. Lt. Gen. Rutthapol Naowarat has expressed support for policies restricting officials from carrying firearms. Under proposed rules, Department of Special Investigation (DSI) officers would require a strict two-tier authorization process, including specific permits and explicit permission from the Director-General. Even personal firearms held by officials must be registered and authorized.
Industry representatives have voiced opposition, with the Firearms Traders Association of Thailand warning that restricting legal access could drive citizens toward the black market.
