Expansion of Thessaloniki hookah tobacco smuggling case

Overview

Authorities in Thessaloniki, Greece, dismantled an organized smuggling and counterfeiting ring operating from a central cafe-bar. Initial inspections by the Independent Authority for Public Revenue (AADE) revealed a system for falsifying tobacco packaging, where worn, branded boxes were refilled with unmarked hookah tobacco mixtures and tax stamps were reapplied using adhesive tape.

The investigation expanded after inspectors from the Directorate of Audit Bodies and Strategy (DEOS) identified five suspicious packages at a courier facility containing 63 kilograms of hookah tobacco intended for international shipment. This discovery led to a broader operation involving the suspect’s residence and a nearby warehouse. During these searches, investigators seized an additional 750 kilograms of tobacco and 78 containers, bringing the total amount of confiscated hookah tobacco products to 826 kilograms.

In addition to the tobacco, officials seized 8,750 euros in cash. Digital records from the courier service indicated that the suspect had previously made seven shipments falsely declaring the contents as ‘frankincense’; the suspect has since admitted those shipments also contained hookah tobacco. The estimated unpaid duties and taxes are valued at 220,000 euros. The individual has been taken to the Prosecutor under the process of flagrante delicto.
