Tourism infrastructure expansion in Budva

Budva is experiencing significant growth in its tourism infrastructure and capacity. To manage the peak summer season, the city has expanded its parking capacity to over 3,100 spaces through a new zonal parking system involving specialized lots, garages, and regulated areas. This expansion, which began in 2025, aims to reduce traffic congestion and improve communal order.

Simultaneously, the municipality has reported a substantial increase in registered tourism accommodation. According to Đorđe Šćepanović, head of the Municipality of Budva’s Tourism Sector, registered capacities have grown by 50 percent compared to 2023 and 30 percent compared to 2024. Local officials are currently running a campaign titled ‘Register accommodation, be responsible’ to encourage providers to move from the informal economy into the formal sector.

By August 2026, local authorities continue to focus on moving more providers out of the ‘grey zone’ through simplified registration procedures. This effort aligns with broader regional trends in Montenegro and Croatia, where rising arrival numbers are being monitored alongside economic shifts. While capacity continues to expand, the focus remains on transitioning providers from informal to formal registration to stabilize the local tourism economy.
