Transnational repression and legal crackdowns in Asia
Overview
Pro-democracy activists, journalists, and critics across Asia are facing increased pressure from state authorities through transnational repression and domestic legal actions.
In Southeast Asia, reports indicate a trend of authoritarian governments collaborating to target dissidents across borders. This includes the disappearance of Laotian activist Khieo Lapchanh near Bangkok and the disappearance of Australian campaigner Tran Hiep in Cambodia. Vietnamese officials later confirmed the arrest of Tran Hiep and two other activists. Human rights groups have characterized these regional collaborations as a ‘swap market’ of repression.
Simultaneously, legal measures are being utilized to restrict expression within specific jurisdictions. In Singapore, 14 activists have been charged under the Public Order Act for activities such as pro-Palestinian demonstrations and vigils. In Hong Kong, authorities have arrested independent journalist Tang Ho-wing and activist Lee Ying-chi under the 2024 national security law following allegations of shouting ‘seditious slogans.’
