Transparency and institutional concerns in Latin America

Anti-corruption and transparency concerns have emerged across Honduras, Mexico, and Guatemala. In Honduras, the National Anti-Corruption Council warned that the National Congress is using “legal patches” to facilitate corruption, specifically citing the use of reconsidering minutes to alter approved laws, such as the reincorporation of telecommunications companies Tigo and Claro into an amnesty.

In Mexico, officials expressed concern that the dissolution of the INAI may allow public officials to hide asset declarations, noting that transparency committees are increasingly citing national security to reserve financial information. While the Yucatán Congress showed a slight recovery in transparency ratings to 58.7%, observers noted setbacks in public spending transparency and citizen participation.

In Guatemala, public anxiety is growing regarding the 2027 elections. Citizens across various age groups have expressed skepticism toward the effectiveness of political institutions and the rule of law, with younger generations specifically frustrated by repetitive systemic issues.
