Tsukui Yamayuri-en anniversary and disability rights

The 10th anniversary of the 2016 mass killing at the Tsukui Yamayuri-en disability facility in Sagamihara, Kanagawa Prefecture, has prompted memorial activities and renewed discussions regarding disability rights and safety.

In July 2026, a memorial ceremony was held with approximately 187 attendees, including Kanagawa Governor Yuji Kuroiwa, to honor the 19 victims killed by a former employee. The anniversary has brought renewed attention to reports of abuse in welfare facilities, with a 2025 Ministry of Health, Labour and Welfare survey showing record high numbers of abuse cases by both staff and family members.

In preparation for the anniversary, local police conducted security drills at the facility to simulate intruder scenarios, focusing on emergency reporting and apprehension techniques. Additionally, academic and journalistic discussions, such as a scheduled seminar titled ‘Has Society Changed 10 Years After the Yamayuri-en Incident?’, aim to examine the long-term impact of the tragedy on education, welfare, and societal attitudes toward people with disabilities.
