Overview
In late July 2026 Tunisia issued decree 148, under law No 41 of 2024, to create a zero‑interest “honor loan” scheme for households, micro‑projects, SMEs and community companies. Commercial banks must allocate at least 8 % of their 2025 net profits to fund the programme, which caps loans at 5,000 dinars for individuals, 10,000 dinars for micro‑projects and 25,000 dinars for SMEs, with a two‑year repayment term, a six‑month grace period and a ten‑working‑day decision window for applications. The total funding pool is estimated at about 120 million dinars.
A model application form has begun circulating, but detailed eligibility criteria and required documentation have not yet been published. Banks are prohibited from demanding collateral. Experts warn that banks, forced to lend without risk‑based pricing, may favour low‑risk dossiers, that the vague evaluation rules could limit impact, and that the allocated budget may be insufficient for the large pool of potential borrowers. They call for strict central‑bank oversight to ensure the measure moves beyond a symbolic gesture.
