Turkey climate change regulatory developments

Overview

Turkey has introduced new regulatory frameworks to support its 2053 Net Zero Emission target and align with international climate standards.

In late August 2026, the government launched its national Emission Trading System (TR ETS). Developed by the Climate Change Presidency, the system establishes a legal framework for a carbon market to accelerate green transformation and address the European Union’s Carbon Border Adjustment Mechanism (CBAM). The system targets facilities with annual emissions exceeding 50,000 tons of CO2 equivalent, with Enerji Piyasaları İşletme AŞ (EPİAŞ) serving as the market operator.

Following this, the government enacted the Green Taxonomy Regulation to standardize the classification of sustainable economic activities. This regulation aims to prevent ‘greenwashing’ by requiring activities to contribute to specific environmental objectives without causing significant harm to others. While reporting remains voluntary for many companies, mandatory reporting for the financial sector, including banks and insurance companies, is expected to commence in 2029.
