Turkey domestic energy production and pricing

Overview

Turkey continues to manage domestic energy through pricing structures and increased production efforts. A tiered natural gas tariff system, introduced in April 2024, divides residential customers into two consumption levels: Kademe-1 and Kademe-2. Industry representatives have warned this could cause winter heating bills to double for approximately 35% to 40% of the nation’s 23 million residential gas subscribers.

To address energy security and reduce import reliance, which has averaged 60-70 billion dollars annually, the government is expanding domestic supply and renewable capacity. Energy and Natural Resources Minister Alparslan Bayraktar has emphasized that energy security is a matter of “national security,” noting that national energy demand has tripled over the last 24 years, while demand in Bursa has increased fivefold.

Regarding domestic gas, Black Sea production currently serves 4 million households, with projections to reach 8 million by 2026 and 17 million by 2028. Oil production in the Gabar region remains at approximately 83,000 to 84,000 barrels per day.

In July 2026, Turkey achieved record-breaking electricity production. Solar energy reached a monthly high of 5.37 billion kilowatt-hours (15.5% of total production). Domestic resources contributed 71.5% of the total monthly output of 34.6 billion kilowatt-hours, with hydroelectric power serving as the largest single contributor at 9.07 billion kilowatt-hours. Renewable sources collectively contributed 58.2% of the total output.

To support industrial transformation, Minister Mehmet Fatih Kacır announced a 250 billion lira financing package for manufacturers to protect employment and support investment, with applications scheduled to begin September 1.
