Turkey emergency response digitization and automation

Overview

Turkey has introduced digital and administrative measures to enhance its emergency response capabilities. The Interior Ministry launched the HAYAT 112 Acil mobile application, a domestic platform integrated with e-Devlet. The app allows citizens to report various incidents—including first aid, public order issues, fires, and traffic accidents—by transmitting location data, photos, and videos to authorities.

Following the app’s release, which surpassed 800,000 downloads, the Ministry of Interior and the General Directorate of Security implemented new protocols to support emergency medical services. To improve efficiency and protect healthcare workers, a new automated system was established to prevent traffic fines for ambulances responding to 112 Emergency Call Center requests. This system uses electronic checks to verify active emergency records, displaying a “cezai işlem uygulanamaz” (penalties cannot be applied) warning if a valid case is identified during a traffic violation.
