Following the 5 September 2026 expansion of tax oversight to digital economic activities, new measures have been implemented to target the unregistered economy and real estate sector. In Muğla, the Ministry of Finance introduced a mandatory monthly reporting system for digital platforms and social media hosting short-term rental advertisements, such as luxury villas and yachts. These platforms must now transmit advertiser identification, addresses, and pricing data to ensure tax compliance. In the broader real estate market, the Ministry of Trade has introduced regulations requiring social media information to strictly match verified listings within the Electronic Real Estate Information System (EİDS). According to YAPİDER President Sevcan İlici, discrepancies may result in administrative sanctions. This move aims to enhance transparency and protect authorized consultants. To further combat fraud, theft, and forgery, the Ministry of Trade is set to mandate a ‘Safe Payment System’ for all real estate transactions, including houses and land, starting 1 October 2026. Facilitated through banks and land registry directorates, the system ensures the purchase price is held securely and only transferred to the seller once the title deed transfer is officially completed. Burak Arpacı, President of the Ankara All Real Estate Agents Professional Chamber (ATEM), noted that the system is designed to reduce the risks of carrying large amounts of cash and to combat unregistered economic activity. He emphasized that while real estate agents will assist clients with the system, consumers should work with licensed consultants to ensure legal compliance. The regulation applies to both individuals and legal entities, ensuring that funds are not transferred directly between parties outside the secure system to mitigate transaction risks.
