In late June 2026 Turkey set a July 31 deadline for the second installment of vehicle taxes. On 29 July 2026 the Transport and Infrastructure Ministry published the “Ücretli Karayollarında Yabancı Plakalı Araçlara Ait Geçiş Ücretleri ve İdari Para Cezaları ile Cezaların Tahsiline İlişkin Yönetmelik.” The rule obliges all foreign‑plated vehicles using Turkish toll roads and bridges to be subscribed to the HGS electronic‑payment system (or an equivalent) and to keep sufficient balance. At border checkpoints the vehicle’s debt is checked electronically; exit is denied until the amount is cleared.
Fines are tiered: no fine for payment within 15 days, a fine equal to the fee for payments made between 15 and 45 days, and a fine equal to four times the fee after 45 days. Revenue from penalties on privately operated (BOT) highways is split 60 % to the state budget and 40 % to the operating company. Real‑time data on unpaid vehicles is shared among the General Directorate of Highways, the Treasury‑Finance Ministry and the Trade Ministry, and payments can be made at customs using cash or card.
