In the first half of 2026, Turkish public sector travel, meals, and accommodation expenses reached 14.6 billion lira, continuing an upward trend from 2.5 billion lira in 2021 and a 28.8 billion lira peak in 2025. Administrations under the general budget account for 67.9% of this workforce, while municipal economic enterprises employ 696,178 people. The higher education sector reached 325,021 employees, a net increase of 3,673 over the previous year. Separately, the Turkish Grand National Assembly approved a law earmarking up to 6 billion lira for Social Security premium subsidies for licensed tourism accommodation providers between May and December 2026 to offset regional disruptions and retain skilled staff. 2026.
