Turkey public sector spending, employment, and savings

Overview

In the first half of 2026, Turkish public sector travel, meals, and accommodation expenses reached 14.6 billion lira, continuing an upward trend from 2.5 billion lira in 2021 and a 28.8 billion lira peak in 2025. Despite the Savings Measures Decree introduced in July 2024, official travel spending has remained high, with 13,738 personnel assigned to overseas duties in the first half of 2026.

Minister of Treasury and Finance Mehmet Şimşek reported that the Savings Measures Circular has generated 484 billion lira in public sector savings across 2024 and 2025. This total exceeds the combined 2026 budgets of six ministries: Environment, Urbanization and Climate Change; Foreign Affairs; Energy and Natural Resources; Culture and Tourism; Industry and Technology; and Trade. To manage this, a Savings Measures Information System was developed to monitor 260 public administrations, with audits conducted across 2,016 spending units. Şimşek stated that these savings support the disinflation process and will allow fiscal space to be redirected toward priority areas. Excluding interest and earthquake-related costs, the share of spending under the circular is projected to reach 2.9% in 2025.

While the government highlights these fiscal achievements, the measures have drawn political criticism. Yavuz Ağıralioğlu, leader of the Anahtar Party, has called for greater transparency, questioning whether the savings result from “preventing waste or from delaying essential investments and public services.”

Regarding the workforce, total public sector employment reached 5,417,126 in the second quarter of 2026, an increase of 127,677 compared to 2025. This includes 3,582,025 permanent staff, 1,267,501 permanent workers, and 419,801 contracted personnel. Separately, the Turkish Grand National Assembly approved a law earmarking up to 6 billion lira for Social Security premium subsidies for licensed tourism accommodation providers between May and December 2026.
