Turkey intensifies diplomatic outreach

Since late June 2026 Turkish Foreign Minister Hakan Fidan has expanded Turkey’s diplomatic agenda. He and Canadian Foreign Minister Anita Anand upgraded bilateral ties to a strategic partnership covering defence, aerospace, clean‑tech and civilian nuclear energy, a move reinforced at the NATO summit in Ankara where President Recep Erdogan and Canadian Prime Minister Mark Carney launched talks on a Turkey‑Canada free‑trade agreement. In early July Fidan travelled to Kyiv, meeting President Volodymyr Zelenskyy and Foreign Minister Andriy Sibiha to review war progress, Black‑Sea navigation safety, defence cooperation and the newly ratified Turkey‑Ukraine free‑trade agreement. Zelenskyy presented Fidan with the Order of Merit. A July 19 visit to Doha deepened defence, energy‑security and economic cooperation with Qatar and reaffirmed Turkey’s interest in reviving the U.S.–Iran accord. On 26 July Fidan held telephone conversations with UN Secretary‑General Antonio Guterres, Qatar’s prime minister Muhammad bin Abdurrahman Al Sani and Pakistan’s Defence Forces commander Marshal Asim Munir. The calls focused on the U.S.–Iran negotiation process, security in Syria and the Eastern Mediterranean, and broader regional stability. In parallel talks with UN envoy María Ángela Holguín Cuéllar, Fidan reiterated Turkey’s stance that a lasting Cyprus settlement requires two sovereign, equal states, reinforcing the country’s mediation role in regional disputes. On 28 July Fidan hosted Iraqi Foreign Minister Fuad Hüseyin in Ankara. The ministers discussed expanding bilateral cooperation in energy, trade, transport and security, and highlighted the “Development Road” project aimed at linking Turkey and Iraq to foster regional prosperity and stability.
