Turkey intensifies diplomatic outreach
Overview
Since late May 2026, Turkish Foreign Minister Hakan Fidan has undertaken a global diplomatic tour, securing trade deals, launching a New Asia Initiative, and offering Turkey as a venue for Russia–Ukraine peace talks. In June, he joined a Cairo quad on the U.S.–Iran memorandum and forged a strategic partnership with Canada. In early August, Fidan chaired a Jerusalem and Holy Sites Ministers’ Meeting in Amman, where ministers issued a 15-point declaration to record Israeli violations in Jerusalem.
Bilateral outreach has expanded through several key engagements. Following an August meeting with Syrian Foreign Minister Esad Hasan Şeybani in Ankara, Fidan traveled to Damascus on 13–14 September to meet with Şeybani and President Ahmed al-Sharaa. This visit, aimed at strengthening relations following the collapse of the previous Syrian regime, focused on trade, energy, and transportation, with a target to increase bilateral trade to $10 billion. Discussions also addressed the dissolution and integration of the Syrian Democratic Forces (SDG) into the national army. During the visit, Fidan accused Israel of attempting to destabilize Syria, specifically citing an attack on the Abu Duhur airbase.
In tandem with these diplomatic efforts, Turkish Deputy Minister of Environment Ömer Bulut attended the ‘Imar 2026’ International Syria Reconstruction Fair in Damascus. Bulut expressed Turkey’s readiness to provide technical expertise for Syria’s housing and infrastructure needs. Fidan’s broader regional efforts have also included a ‘Single Libya’ policy in Tripoli and Benghazi, and discussions regarding Egypt’s potential involvement in the ‘Makkah Defense Pact’.
