Turkey intensifies diplomatic outreach

Overview

Since late May 2026, Turkish Foreign Minister Hakan Fidan has undertaken a global diplomatic tour, securing trade deals, launching a New Asia Initiative, and offering Turkey as a venue for Russia–Ukraine peace talks. In June, he joined a Cairo quad on the U.S.–Iran memorandum and forged a strategic partnership with Canada. In early August, Fidan chaired a Jerusalem and Holy Sites Ministers’ Meeting in Amman, attended by more than a dozen Muslim-majority states. The ministers issued a 15-point declaration establishing a permanent mechanism to record Israeli violations in Jerusalem and urged UN Security Council action. During this period, Fidan also met King Abdullah II to deepen bilateral cooperation. Bilateral outreach has expanded through several key engagements. On 28 July, Fidan hosted Iraq’s foreign minister to discuss the “Development Road” project. On 6 August, Syrian Foreign Minister Esad Hasan Şeybani visited Ankara to discuss counter-terrorism, the integration of Syria’s north-east, and a transport corridor linking Turkey, Syria, Jordan, and Saudi Arabia. This visit included meetings with Turkish intelligence chief İbrahim Kalın to deepen security coordination. By mid-August, Fidan extended his outreach to Libya to advance a “Single Libya” policy. In Tripoli, he met with Prime Minister Abdul Hamid Dbeibah, Presidential Council President Mohammed al-Menfi, and High Council of State President Mohammed Takala. In Benghazi, he met with House of Representatives Speaker Aguila Saleh and Libyan National Army leaders Khalifa and Saddam Haftar to discuss elections and reconstruction. During a regional tour, Fidan also visited Egypt, expressing interest in Egypt joining the “Makkah Defense Pact.” Egyptian Foreign Minister Badr Abdelatty noted that such a commitment would require careful legal and constitutional review.
