Turkish industrial financing and investment initiatives
Overview
Turkey has introduced significant credit and financing initiatives to support its manufacturing and industrial sectors.
In early September, discussions in Van regarding regional industrial development highlighted a new 250 billion lira credit package from the Ministry of Industry and Technology. This program, designed to assist both SMEs and large enterprises, offers loans with grace periods of up to six months and maturities of up to 36 months. To encourage production-oriented investments, the credit limit for large enterprises was increased from 50 million lira to 150 million lira.
By late September, the Ministry of Industry and Technology expanded its financing efforts through the 750 billion lira Investment Committed Advance Loan (YTAK) Program. This initiative introduced the Priority Financing Certificate (ÖFB) to grant manufacturers faster access to long-term, favorable loans. Under these rules, investments with an incentive certificate of 100 million TL or more, or those meeting specific productivity and R&D criteria, can qualify for YTAK loans of up to 1 billion TL, covering up to 50 percent of total investment costs.
Minister Mehmet Fatih Kacır further clarified that investors involved in the ‘Turkey Century Development Move’ or those holding Strategic Investment Certificates will receive the ÖFB directly. Other manufacturing investments will be evaluated based on value-added potential, productivity, sectoral impact, economic contribution, and R&D competence, requiring a minimum score of 50 to qualify.
In a related economic development context, Vice President Cevdet Yılmaz stated that Turkey aims to create 2.1 million additional jobs by 2029 through increased production capacity and vocational education. He noted that the seasonally adjusted unemployment rate was 7.8 percent in August 2026.
