Turkish insurance sector reforms and initiatives

Overview

The Turkish insurance sector continues to prioritize combating fraud and managing climate-related risks. Building on previous reforms like the ‘Smart Expert System’ and the ‘Alo 193’ reporting line, industry leaders are now focusing on the evolving nature of environmental threats.

During the 15th Insurance Week, held from October 5–11, 2026, the Insurance Association of Turkey (TSB) adopted the theme ‘Four Elements. One Assurance,’ addressing risks related to earth, water, air, and fire. TSB President Ahmet Yaşar noted that while climate events and shifting lifestyles change the nature of risks, insurance remains a vital mechanism of solidarity for ensuring the continuity of production and life.

M. Rifat Hisarcıklıoğlu, President of the Union of Chambers and Commodity Exchanges of Turkey (TOBB), emphasized that climate change has become a global transformation factor affecting economic growth. He described the insurance sector as a ‘protective shield’ that supports green investments and sustainable agriculture. Additionally, TOBB Insurance Agents Executive Committee member Özgür Yılmaz highlighted that digital transformation should act as a tool for agents rather than a replacement for human expertise.

Economic data from TÜIK indicates rising costs during the first nine months of the year, with general insurance inflation at 17.09%. Specifically, housing insurance increased by 21.89% and automobile insurance by 17.49%. The period also included the 18th International Istanbul Insurance Conference, organized by the Sigorta Tatbikatçıları Derneği (STD), to discuss global reinsurance markets and financial resilience.
