Turkish public sector audit irregularities

The Turkish Court of Accounts (Sayıştay) has released audit reports detailing extensive irregularities across various public institutions and administrations.

Initial findings highlighted mismanagement in the privatization sector, where properties intended for public interest were sold or misused, and financial statements were inaccurately reported. Other specific issues included fire safety risks in student dormitories, administrative failures regarding sports club declarations, and recruitment irregularities at Şırnak University, where job postings allegedly used specific criteria to bypass legal standards and prevent competition.

Subsequent evaluations expanded the scope of these findings, identifying a total of 10,783 issues. These include thousands of instances regarding regulatory compliance and financial reporting, such as the failure to account for tangible and intangible assets or the omission of real estate from financial statements. The reports also identified systemic vulnerabilities in local governance, specifically noting that in Sinop Municipality, a lack of internal controls allowed for potential embezzlement through undocumented transactions and false entries.
