Turkish social media regulation and account blocking

Overview

Turkish authorities initially considered new regulatory measures against major social media platforms, such as YouTube, Facebook, and Instagram, due to concerns that these companies were not sufficiently implementing judicial decisions.

Following these discussions, Burhanettin Duran, the Director of Communications, announced that 2,034 social media accounts were blocked over a two-month period. This crackdown was coordinated between the Presidency of Communications, the Chief Public Prosecutor’s Offices, and the General Directorate of Security’s Cyber Crimes Department.

Of the blocked accounts, 699 were identified as being linked to FETÖ, which the government classifies as a terrorist organization. An additional 1,335 accounts were blocked for allegedly spreading disinformation, producing provocations, and conducting “psychological operations” against the country. Duran emphasized that the state is mobilizing all its capabilities to combat digital propaganda and manipulation that targets national security and social unity. The measures followed technical analyses and digital network investigations intended to prevent organized activities by criminal and terrorist groups on digital platforms.
