Uber Moto ban upheld, protests and credit program grow

Entities: Tribunal de Justiça de São Paulo · Uber Technologies Inc. · Brazilian rideshare drivers · Move Motoristas program · São Paulo

Overview

The legal battle over Uber’s Uber Moto service in São Paulo intensified after a state court on 30 July 2026 reversed a prior order and reinstated the ban, leaving the service prohibited pending a merits judgment. Mayor Ricardo Nunes warned that the ongoing dispute could jeopardise the city’s planned free megashow on Avenida Paulista, threatening expected tourism and transport benefits.

Nationwide, app‑based drivers and delivery workers continued large‑scale protests demanding higher fares, a minimum R$1.50 per kilometre, and better working conditions. Demonstrators targeted recent platform changes such as Uber’s subscription‑based “Passe para Motoristas” and iFood’s “+Entregas” model, which they say reduce earnings.

The federal Move Motoristas credit programme, part of the broader Move Brasil initiative, reached R$2.2 billion in contracts by the end of July, representing 7.3 % of its R$30 billion allocation. It offers financing for vehicles up to R$150 000, up to 72 installments, and interest rates of 12.6 % for men and 11.5 % for women, with an average loan of R$102 000 per driver. Over 21 700 drivers in 1 445 municipalities are now registered.

The government also broadened credit access by allowing platform‑income statements for housing loans and by providing cashback incentives through partnerships with Caixa and Banco do Brasil. Legal actions persist, with courts in Santa Catarina, Maranhão and other states upholding bans on drivers accused of fraud and rejecting requests for account reinstatement. Internationally, Brazil’s labor unions continued to press for ratification of the ILO’s Convention 193 on platform work.
