Uganda local government anti-corruption campaign
Overview
Uganda’s Minister for Local Government, Balaam Barugahara, has initiated an anti-corruption campaign targeting civil servants for embezzlement and misconduct. In Masindi, the Minister ordered the arrest and interdiction of 12 officials linked to the misappropriation of funds for irrigation, classroom rehabilitation, and the sale of jobs. He also directed that a delayed, World Bank-funded school project be completed within one month.
Following these actions, the campaign expanded to Rwampara District, where the Minister ordered the interdiction of two engineers accused of mismanaging road rehabilitation funds and a clinical officer accused of soliciting money for jobs.
These methods have drawn criticism from the Inspectorate of Government (IGG). Inspector General Aisha Naluzze stated that while the anti-corruption efforts are appreciated, the Minister’s approach may violate due process by “shaming individuals before they are proven guilty,” emphasizing the need to follow legal procedures during public accusations.
