Uganda National Cleaning Day enforcement controversy

Overview

In late August 2026, the Uganda Police announced movement exemptions for a National Cleaning Day scheduled for August 29. To maintain essential services during the restricted hours, authorities permitted the movement of medical personnel, emergency services, security forces, diplomats, and certain travelers, provided they carried valid identification.

Following the exercise, a fatal shooting of 28-year-old boda boda rider Ronald Jjuuko Kizito in Ndejje sparked significant political debate. The incident occurred during an alleged altercation while the rider was reportedly responding to a medical emergency.

In response, Inspector General of Police Abbas Byakagaba told Parliament’s Committee on Human Rights that “nothing can rationalize the death” and suggested improved deployment strategies to prevent misconduct. Opposition leader Robert Kyagulanyi Ssentamu condemned the event as “criminality,” while other lawmakers called for officer interdiction, victim compensation, and clearer official guidelines for future sanitation exercises.
