Uganda oil production and export development

Overview

Uganda is advancing toward commercial oil production and global export. The government has officially named its prospective low-sulphur crude blend ‘Pearl Sweet’, a name referencing the country’s ‘Pearl of Africa’ identity. Commercial production is anticipated to begin by late September 2026, utilizing the Tilenga and Kingfisher projects to reach a peak capacity of approximately 230,000 barrels per day.

Infrastructure development is nearing completion, with the East African Crude Oil Pipeline (EACOP) reported to be more than 90% complete. This 1,443-kilometer heated pipeline is designed to transport crude to the Tanzanian coast for export. Additionally, the Kingfisher crude oil refinery in the Hoima District has reached over 99% completion and is expected to process 60,000 barrels per day once operational next year.

To prepare for the market, the Uganda National Oil Company has appointed Vitol to market the ‘Pearl Sweet’ crude. Officials expect Uganda to transition into an oil exporter by early 2027. President Yoweri Museveni has noted that domestic refining capabilities could help reduce the nation’s petroleum import costs by avoiding high transport fees associated with moving crude to Tanzania.
