Uganda Parish Development Model implementation

The Ugandan government is monitoring the implementation of the Parish Development Model (PDM), a flagship initiative aimed at transitioning households from subsistence livelihoods to a formal money economy.

Initially, Minister for the Presidency Babirye Milly Babalanda conducted assessments in Buyende District to ensure funds are used for productive enterprises, such as poultry or piggery, rather than immediate consumption. She emphasized the necessity of institutional accountability and the eradication of corruption to achieve poverty alleviation.

As the program progressed, officials began addressing significant implementation challenges. In Lira City, leaders demanded greater transparency, with the Resident City Commissioner ordering SACCO leaders to submit accountability reports to prevent the misuse of funds. Meanwhile, in Ruhinda North County, Deputy Speaker Thomas Tayebwa addressed citizen concerns regarding long delays in fund access, which have lasted up to two years for some applicants. He urged for increased transparency through public noticeboards and encouraged citizens to report illegal charges or corruption.
