Uganda parliamentary reform proposal

Overview

The Administration of Parliament (Amendment) Bill, 2026, has been gazetted in Uganda, proposing a significant overhaul of how the Leader of the Opposition (LoP) is elected, supervised, and removed.

Introduced by Buyaga West County MP Dennis Namara, the Private Member’s Bill seeks to shift the selection process from the current system—where the largest opposition party selects the officeholder—to a system where all opposition Members of Parliament, including independent legislators, elect the leader. Namara argues that the current system concentrates too much power in a single party, whereas the new proposal aims to ensure the LoP represents all opposition interests in the House.

Additionally, the legislation would require opposition MPs to approve the Shadow Cabinet, mandate wider consultations with opposition parties and organizations when appointing parliamentary leadership, and establish additional grounds for the removal of the Leader of the Opposition.
