Uganda public service interdiction regulations

Overview

Ugandan Attorney General Dr. Sam Mayanja issued a directive clarifying that public officers facing criminal prosecution must remain interdicted until their cases are concluded with an acquittal. The directive, based on the Public Service Commission Regulations of 2009, stipulates that an officer cannot resume duties simply because an initial interdiction period has expired.

In a related development regarding infrastructure oversight, the Inspector General of Government (IGG) cleared Waiswa Bageya, the Permanent Secretary of the Ministry of Works and Transport, of wrongdoing concerning cost escalations for the Busega–Mpigi Expressway project. However, the IGG ordered the interdiction of Isaac Wani, the Commissioner for National Roads, to facilitate ongoing investigations into the project's cost increases, which rose from Shs 547.543 billion in 2019 to Shs 1.35 trillion by March 2023.
