Uganda-US health sector funding agreement

Overview

The governments of Uganda and the United States have entered into a Strategic Objective Agreement (SOAG) to provide approximately $1.7 billion (6.42 trillion Ugandan shillings) to support Uganda’s health sector between 2026 and 2030.

The funding is intended to enhance the prevention, detection, and response to existing and emerging infectious disease threats, including malaria, tuberculosis, HIV/AIDS, and the management of hemorrhagic fevers. It also aims to strengthen public health surveillance and supply chains.

A notable change in this partnership is the delivery method of the aid. Rather than channeling much of the funding through private charities and non-governmental organizations as in previous arrangements, a substantial portion will now be provided directly to the Ugandan central government through budget support. Finance Minister Henry Musasizi stated this shift aims to strengthen country ownership and improve the sustainability of development cooperation, though he noted that sustainable outcomes will also require increased domestic financing from Uganda.
