UK biosecurity and AI security investments

Overview

The United Kingdom has initiated significant funding programs to address biological and technological security threats. The government and UK Research and Innovation (UKRI) announced a £54 million investment to tackle biosecurity risks, including antimicrobial resistance and the development of next-generation animal vaccines. This effort supports 18 research projects aimed at protecting human, animal, and plant health. A key component is a £4 million project led by The Pirbright Institute, in collaboration with the Roslin Institute and others, to create adaptable RNA vaccines for livestock to enhance food security and preparedness for zoonotic outbreaks.

Building on these efforts, the British government unveiled a £600 million investment package focused on the intersection of artificial intelligence and security. A central component is the establishment of the AI Biosecurity Lab (AIBL), described as a “world first” institution. The government will allocate £100 million to the lab to use AI for detecting emerging biological threats and accelerating pathogen countermeasures. This initiative is supported by up to £200 million in model credits from OpenAI and Anthropic, with additional assistance from Google DeepMind and Basecamp Research.

The AIBL will operate as an independent non-profit organization, collaborating with academic institutions and the life sciences industry to bridge AI and biological sciences. This aims to accelerate vaccine and medical treatment development while mitigating risks from the dual-use potential of frontier AI models. The broader package also allocates £120 million to the existing AI Security Institute and £130 million toward cyber defense initiatives, specifically the National Cyber Shield and the National Exposure and Real-Time Vulnerability Centre.
