UK Burnham welfare and health reforms

In July 2026 the newly elected Labour government under Prime Minister Andy Burnham announced a series of social‑policy measures. On 21 July, Burnham unveiled a one‑off cash payment for low‑income state pensioners, offering £200 to those born before 1960 and £300 to retirees over 80, with higher‑earning pensioners having the amount reclaimed through HMRC. The scheme is intended to support vulnerable households while preserving the existing Winter Fuel Payments.

A week later, on 28 July, Burnham expanded the national flu immunisation programme, extending free vaccinations to children, pregnant women, and additional risk groups from September 2026, with full population coverage by October. The rollout also includes homeless individuals aged 16 and over and will be delivered through community pharmacies. In a separate road‑safety initiative, the government proposed imposing three penalty points on drivers who fail to wear a seat‑belt or properly restrain child passengers, reviving a proposal from the previous administration.

Both announcements reflect Burnham’s broader agenda to strengthen social safety nets and public‑health measures for vulnerable groups while tightening compliance with road‑safety legislation.
