UK clean energy funding and defense spending debate
Overview
The United Kingdom government is evaluating significant reductions in clean energy funding to support increased military spending. Energy Secretary Miatta Fahnbulleh has been tasked with identifying over £2 billion in savings from the Department for Energy Security and Net Zero budget to assist with a defense investment plan established by the previous government.
Specific focus has shifted toward reducing subsidies for heat pumps. The Boiler Upgrade Scheme (BUS) in England and Wales, which provides grants ranging from £2,500 for air-to-air heat pumps to £9,000 for off-grid homes, is expected to face cuts of hundreds of millions of pounds from its £2.7 billion budget. While the scheme remains active, the £7,500 grant for most households currently covers approximately 60% of the median installation cost for air source heat pumps, but less than a third for ground source systems.
In addition to funding cuts, the government is considering changes to the Clean Heat Market Mechanism. This could increase heat pump sales targets for boiler manufacturers from 8% in 2026-27 to 18% by 2030-31. While some critics have labeled these requirements a ‘boiler tax,’ industry insiders suggest higher targets may drive down consumer prices through competition.
Experts have raised concerns regarding investor uncertainty. Jan Rosenow of the University of Oxford noted that fossil fuel-reliant housing creates long-term liabilities, while Paul Dorfman of the Nuclear Consulting Group argued that resources should prioritize renewables, storage, and grid efficiency over new nuclear projects.
