UK government housing and homelessness policy

Overview

The UK government has unveiled significant financial commitments in the upcoming Autumn Budget to address homelessness and social housing shortages. Prime Minister Andy Burnham and Chancellor John Healey announced plans to double investment in tackling rough sleeping, adding £432 million to bring the total programme to approximately £874 million. This funding aims to provide safe routes off the streets by Christmas and sustain support through the end of the current Parliament.

To address the housing crisis, the government intends to allocate over £1 billion for social and affordable housing, contributing to a 10-year programme totaling more than £40 billion. The ‘Your First Home’ scheme for new-build properties will also see expanded eligibility, with household income caps raised to £110,000 outside London and £140,000 within London.

In a move toward decentralization, the strategy includes granting regional leaders greater autonomy. This includes an initial £285 million in transitional funding for local leaders next year and a £1.5 billion borrowing facility for mayors starting in 2028 to fund local infrastructure, housing, and employment projects.

Previously, a coalition of nearly 40 Scottish charities and academics, led by Homeless Network Scotland, urged the Chancellor to use the Budget to scrap the benefit cap and the bedroom tax. Maggie Brünjes, Chief Executive of Homeless Network Scotland, had stated the government has an opportunity to “show real intent behind previous rhetoric regarding homelessness.”
