UK labour market trends

Overview

The United Kingdom labour market has exhibited signs of cooling and mixed performance. In mid-August, job vacancies reached a five-year low of 707,000, while private sector pay growth slowed to 2.8%. During this period, the CIPD described the environment as a “low-hire, low-fire” market, noting that employer confidence was near record lows outside of the pandemic.

By early September, data indicated a slight shift in hiring patterns, with permanent staff appointments increasing for the first time since September 2022. A report by KPMG and the Recruitment and Employment Confederation (REC) noted the Permanent Placements Index rose to 50.5 from 50.0 in July, suggesting a potential end to a 45-month downturn in permanent hiring. However, overall staff demand continues to fall, and employers remain cautious due to economic and policy uncertainty.

Despite this modest expansion in permanent roles, the broader employment landscape remains complex. Job vacancies have fallen for 34 consecutive months, and the number of people seeking employment increased at its sharpest rate in three months during August, driven by corporate redundancies and job insecurity. The current labor balance shows approximately 2.5 unemployed individuals for every available vacancy.

Furthermore, the services sector has faced 23 consecutive months of job cuts as of August, according to S&P Global’s Purchasing Managers Index (PMI). While the sector continues to expand, rising operational costs—including fuel, transportation, and wages—have led firms to trim headcounts or freeze hiring. Additionally, export sales for UK services declined for a sixth consecutive month, reflecting weak international demand.
