Ukrainian drone strikes have targeted major Russian energy infrastructure, impacting petrochemical and oil refining capacities. In mid-August, an attack on the ZapSibNeftekhim petrochemical complex in Tobolsk halted the daily supply of approximately 4,000 tons of technical propane-butane mixture. By late August, the Perm oil refinery, owned by Lukoil, ceased operations following a drone attack on August 21 that damaged the CDU-4 unit, representing nearly 40% of the refinery's capacity. On September 20, a large-scale Ukrainian drone attack struck Gazprom Neft’s Moscow refinery. Moscow Mayor Sergei Sobyanin confirmed damage to an industrial facility within the complex. Industry sources report that fires broke out in both primary crude distillation units: the AVT-6 (approximately 53% of capacity) and the EURO+ unit (47%). The refinery, which processed roughly 11.6 million tons of crude in 2024, has halted crude oil processing. Consequently, fuels produced at the facility have been unavailable on the St. Petersburg International Commodity Exchange since September 21. Ukrainian President Volodymyr Zelenskyy characterized the strike as a “significant blow to the Russian economy,” noting that the long-range strike targeted key oil and logistics infrastructure. On September 25, a massive drone offensive targeted industrial and energy infrastructure deep within Russia, including Russia. This included a strike on the Lukoil refinery in Perm, located approximately 1,500 kilometers from the Ukrainian border, which reportedly caught fire. Russia reported intercepting 592 drones across 18 regions. Additionally, the Novoshakhtinsk refinery near the border temporarily suspended operations. Other reported targets included the Iskra electronics factory in Ulyanovsk and a synthetic rubber plant industrial facilities in Voronezh. Voronezh and occupied Luhansk. Russia reported intercepting 592 drones across 18 regions.
