Umbria regional waste management developments

Waste management initiatives in the Umbria region have transitioned from technical and legal developments to intense political disputes.

Initially, regional efforts focused on pollution control and infrastructure capacity. In Terni, a new slag-ramp filtration system was implemented at the Arvedi AST steel plant to capture dust emissions affecting the Prisciano district. Simultaneously, the Lazio administrative court upheld the expansion of the Fornaci landfill near Viterbo, authorizing a new basin to replace an exhausted tank despite municipal objections.

However, these management plans have since triggered political conflict regarding the expansion of the ‘Le Crete’ landfill in Orvieto. Disagreements have emerged over whether previous authorizations exist for such expansions, with opponents citing regional court rulings to challenge current procedures. The controversy has involved various political actors, including the Terni Mayor and the Five Star Movement, with debates centering on the use of incinerators, the centralization of waste processing, and the potential to utilize waste as an energy resource.

Recent developments have intensified this conflict following a Tar ruling which clarified that previous administrative acts did not constitute an expansion authorization for the site. Orvieto Mayor Roberta Tardani and other local officials have criticized the regional government’s waste management plan, arguing that the proposed expansion lacks clear alternatives to landfilling and contradicts circular economy principles.
