UN documentation of sexual violence in Ukraine
Overview
The United Nations Office of the High Commissioner for Human Rights (OHCHR) has released a report documenting a pattern of sexual violence, torture, and coercion in Ukraine since the 2022 Russian invasion. The report verified 1,004 cases between February 24, 2022, and the end of July 2026.
Russian authorities—comprising members of the military, security agencies, and prison services—were identified as responsible for 89 percent of the documented cases. The remaining 11 percent were attributed to Ukrainian authorities. Investigators noted that the verified figures likely represent only a fraction of actual incidents due to the stigma of reporting and limited access to occupied territories.
Documented abuses include gang rape, genital mutilation, and the use of electric shocks on genitals. Specifically, at least 155 Ukrainian prisoners of war reported being subjected to electrical torture using a Soviet-era military field telephone known as a ‘tapik’. Victims included men, women, and children, with ages ranging from four to 82 years old.
High Commissioner Volker Türk expressed alarm over these “abominable acts” and called on Moscow to implement concrete measures to protect civilians and prisoners of war.
