The organization noted that terrorist groups are using generative artificial intelligence and video games to create persuasive, multilingual propaganda and to target younger audiences. These digital tools allow groups to rapidly produce content and move recruitment conversations into private, difficult-to-monitor channels.

Recent warnings from the United Nations emphasize that extremist organizations are further utilizing AI to accelerate propaganda through personalized, automated content.
