United States security cooperation in South America

Overview

The United States has entered into new bilateral security agreements with Paraguay and Uruguay to combat transnational organized crime and narcotics trafficking.

In Paraguay, the two nations formalized agreements to enhance border security and aerial surveillance, specifically targeting drug trafficking in the Chaco region. This cooperation includes the implementation of the Personal Identification Secure Comparison and Evaluation System (PISCES), a biometric technology designed to assist Paraguayan authorities with real-time data processing at points of entry.

In Uruguay, a $6.5 million public security cooperation program was established following a visit from U.S. federal agencies, including the FBI and DEA. The initiative focuses on strengthening investigative capacities and intelligence sharing to secure the Port of Montevideo against cocaine trafficking. Officials highlighted concerns regarding the regional influence of the Primeiro Comando da Capital (PCC), noting the potential for criminal organizations to utilize local logistical and financial networks.
