Overview

Urban development in Croatia has recently focused on both contested planning decisions and the advancement of large-scale infrastructure projects.

In Dubrovnik, concerns were raised regarding a special exemption in the General Urban Plan that allows the Maestral hotel group to construct a 22-metre-tall hotel. Critics questioned how the city can accommodate the addition of 963 beds without violating existing capacity limits. Meanwhile, in Rijeka, municipal reports identified a lack of basic infrastructure, such as paved roads and green spaces, in peripheral districts compared to the city centre.

In other regions, cities are moving forward with significant renovations and technological upgrades. Umag has selected a contractor for a 1.34 million euro street reconstruction, and Čakovec is nearing completion of a project to link its Old Town with Zrinski Park via a new pedestrian zone. Additionally, Zadar is expanding its Intelligent Transport System to improve traffic flow and emergency vehicle priority.
