Uruguay air connectivity incentive program
Overview
Uruguay has introduced a new strategy to enhance international air connectivity and boost tourism through a joint incentive fund. Established under Decree 219/026, the initiative is a partnership between the Ministry of Tourism and Aeropuertos Uruguay.
The fund has an annual capacity of up to US$ 2.5 million, with the state and the airport concessionaire each contributing up to US$ 1.25 million. The program utilizes a results-based mechanism where airlines can receive US$ 15 for every additional foreign passenger transported compared to the previous semester. Furthermore, companies that open new regular routes are eligible for one-time payments ranging from US$ 17,500 to US$ 40,000.
Tourism Minister Pablo Menoni characterized the mechanism as a “results-based growth reward rather than a standard subsidy.” The program is currently operational, with the first payments expected to be processed following the close of the second semester starting in January.
