US defense export exemptions for Cyprus

Overview

The United States has extended the suspension of arms embargo restrictions on the Greek Cypriot Administration (GKRY) through the 2027 fiscal year. This decision, involving the lifting of International Traffic in Arms Regulations (ITAR), allows for the export, re-export, and transfer of U.S. defense articles and services to Cyprus.

The Cypriot Ministry of Foreign Affairs welcomed the renewal, noting it recognizes an expanding strategic partnership and facilitates access to defense programs such as Foreign Military Sales (FMS) and Excess Defense Articles (EDA).

Conversely, Turkey and the Turkish Cypriot administration expressed strong opposition. Turkish officials stated the move could erode trust between the island’s communities and undermine regional stability. The Turkish Cypriot administration warned that increasing the military capacity of one side risks triggering an arms race and destabilizing security in the Eastern Mediterranean.
