U.S. federal student loan management and fraud enforcement

Overview

The U.S. Department of the Treasury and the Department of Education have launched the ‘Default Loans Support Center,’ an online portal designed to help borrowers resolve defaulted federal student loans. This initiative is part of a transition of certain student loan operations from the Education Department to the Treasury Department, which Education Secretary Linda McMahon described as a move toward ‘breaking up the federal education bureaucracy.’

Treasury Secretary Scott Bessent noted the effort aims to restore fiscal responsibility to the nation’s $1.7 trillion federal student loan portfolio. The launch follows data indicating approximately 9.3 million borrowers were in default as of June 30, an increase from 6.2 million in 2016. Contributing factors include the end of pandemic-related payment pauses, the discontinuation of the SAVE repayment plan, and rising unemployment among recent graduates.

Following this launch, the administration has signaled more aggressive enforcement measures. The Department of Education is reportedly coordinating with the Treasury to hire private debt collection agencies to pursue defaulted borrowers, potentially utilizing administrative wage garnishment to deduct payments directly from paychecks.

In addition to collection efforts, the Treasury Department has identified approximately $270 million in suspicious activity linked to fraud schemes involving ‘ghost students.’ To further combat federal fraud, President Donald Trump and Vice President JD Vance have announced the Fraud Whistleblower Incentive Program (WHIP). This $25 million initiative, administered by the Department of Justice, offers individuals up to $30,000 for tips that lead to a fraud conviction or significant enforcement action. President Trump also stated that tipsters could receive a one percent commission on the amount of fraud uncovered and noted he would act as a binding arbitrator in disputes where multiple individuals claim credit for the same tip.
