Overview

One year after the launch of ‘Operation Southern Spear,’ the U.S. military campaign in the Caribbean and Eastern Pacific has resulted in at least 227 deaths and 68 strikes. The Pentagon and the Trump administration maintain that these kinetic strikes are necessary to combat ‘narco-terrorism’ and have significantly reduced illicit maritime activity. The Department of Defense reports a reduction in illicit activity of up to 65% in the western Caribbean and 50% in parts of the Eastern Pacific.

However, the operations continue to face intense international scrutiny. United Nations experts and organizations such as Amnesty International have condemned the strikes as ‘extrajudicial killings’ and violations of the fundamental right to life, arguing that drug enforcement should be treated as a law enforcement matter rather than an armed conflict. Legal experts and members of Congress have also raised concerns regarding due process and the legality of targeting survivors in the water; to date, only three survivors have been documented.

While the U.S. government continues to rely on legal justifications provided by the Office of Legal Counsel, an assessment from the DEA suggests the strikes have not successfully prevented cocaine from entering the United States. The campaign has also had significant geopolitical consequences, including the reported abduction of Venezuelan President Nicolás Maduro by U.S. forces in January. Recent activity includes an operation in the Eastern Pacific where U.S. forces intercepted and sank a vessel identified as a refueling station for the Los Choneros criminal organization, transferring individuals to Ecuadorian authorities prior to the vessel's destruction.
