US-Myanmar diplomatic engagement

Overview

The United States has initiated direct diplomatic engagement with Myanmar’s military-installed government, representing a shift from previous policies of isolation following the 2021 coup. In mid-September, US Assistant Secretary of State for Intelligence and Research Michael Vance met with President Min Aung Hlaing in Naypyitaw. These initial discussions focused on the closure of scam centers targeting Americans and the release of American businessman Adam Castillo. There is also potential for future discussions regarding Myanmar’s rare-earth mineral deposits. Following the Naypyitaw meeting, a second round of secret discussions took place in Tokyo involving Michael Vance and more than a dozen US officials. While the specific details of the Tokyo talks remain undisclosed, the Trump administration has indicated it will engage with all groups in Myanmar on matters affecting US interests. Despite this transactional engagement, Min Aung Hlaing remains under US sanctions for human rights abuses. In addition to US efforts, Yohei Sasakawa, Japan’s special envoy for national reconciliation in Myanmar and honorary chair of the Nippon Foundation, met with Min Aung Hlaing in the capital. These discussions centered on supporting human resource development and providing assistance to Myanmar’s internal peace process. Sasakawa has previously mediated between the military and opposition groups, including brokering a 2022 truce with the Arakan Army, though that ceasefire has since collapsed. Japan's Foreign Ministry noted it has been “communicating as necessary” with both sides. Recently, Thailand has expressed support for US engagement with Myanmar’s military-backed government. Thai Foreign Minister and Deputy Prime Minister Sihasak Phuangketkeow stated that Thailand welcomes such involvement to prevent Myanmar from becoming an “arena for geopolitical rivalry” or facing total isolation, though he clarified that engagement does not equate to legitimizing the regime.
