Chinese officials protested, stating the restrictions would harm academic exchange. By mid-August 2026, the Pentagon escalated its enforcement by ordering 30 American universities—including Harvard, MIT, Johns Hopkins, NYU, Georgetown, Cornell, and Georgetown—to UC Berkeley—to conduct immediate audits of their financial and research partnerships with foreign entities. These audits must identify exposure to sensitive or export-controlled research and implement mitigation plans, such as terminating problematic relationships. The audits also encompass organizations associated with rebranded Confucius Institutes.
