US-Romania economic and security relations

The relationship between Romania and the United States has focused on balancing regional security with economic stability. A report by the Heritage Foundation identified Romania as a strategic NATO ally on the Black Sea but warned that “the primary deterrent often cited by American enterprises is the lack of domestic institutional predictability,” noting that legislative instability and frequent regulatory changes have slowed new greenfield investments.

In response to these challenges, Prime Minister-designate Siegfried Muresan submitted a government programme titled ‘A pro-European and transatlantic Romania’. The plan seeks to attract strategic American investors and major investment funds to both public and private markets. Key objectives include joining the Organisation for Economic Co-operation and Development (OECD) by the end of the year and establishing a strategic partnership with the United States centered on technology, energy, and defense. The programme also aims to strengthen the Eastern Flank and operationalize a European maritime security hub in Constanța by 2027.
