Overview

The United States has expanded its use of financial sanctions to target entities and individuals allegedly supporting terrorism or Hamas financing.

In September 2026, the US Treasury Department’s Office of Foreign Assets Control (OFAC) designated Palestine Action, Masar Badil, and Autistici/Inventati as Specially Designated Global Terrorists (SDGTs). The US government alleged these groups provided financial, material, or technological support to terrorism. Notably, Autistici/Inventati was targeted for providing free digital infrastructure as an alternative to commercial platforms.

By October 2026, US authorities imposed sanctions on three individuals and two French-based charities—Association Baraka and Ensemble C Mieux—for allegedly operating a network that raised over $2 million for Hamas between 2020 and 2026. The US Treasury stated the network used deceptive charitable fronts and cryptocurrency to move funds. This action coincided with a federal indictment against Gaza resident Saleem Abdallah Saleem Al-Zaq, who is accused of managing a fundraising operation that collected at least $626,000 from US-based donors.

New details from the October sanctions indicate that $1.5 million of the total funds were collected following the October 7, 2023, Hamas attack on Israel. The sanctioned individuals include Faouzi Barika and Amel Oualid, who are linked to the French organizations. In a related legal development, federal prosecutors unsealed an indictment against Saleem Alzaq, alleging he helped run a fundraising operation that solicited more than $1.7 million, facing charges including conspiracy to provide material support to Hamas and money laundering.
