US-South Korea semiconductor investment negotiations
Overview
Negotiations regarding South Korea’s $350 billion investment commitment to the United States have faced complexities as both nations navigate semiconductor production priorities.
Initially, South Korea’s Industry Ministry denied reports that semiconductor production would be the first strategic project under the investment package. While Minister Kim Jung-kwan traveled to Washington to negotiate, the ministry noted that specific issues emerged at the working level during the final stages of discussions.
Pressure from the United States has since intensified, with officials expressing dissatisfaction regarding the pace of domestic memory chip investments, specifically concerning DRAM wafer fabrication plants. This tension follows South Korea’s announcement of a large-scale semiconductor cluster project in the Jeolla region, which U.S. representatives suggested might indicate a prioritization of domestic infrastructure over promised U.S. expansions.
Recent developments have introduced tariff concerns into the bilateral talks. U.S. Commerce Secretary Howard Lutnick signaled a “targeted, thoughtful tariff policy” on semiconductor imports, warning, “If you don’t build here, expect to pay to enter the greatest market in the world.” While previous agreements promised South Korean firms tariff rates “no less favorable” than competitors, the clause ensures parity rather than total exemption, leaving firms like Samsung Electronics and SK Hynix vulnerable to broad tariffs.
As global demand rises due to AI infrastructure expansion, South Korean firms continue to bolster domestic capacity, such as SK Hynix’s $720 billion investment in Yongin. However, the gap in U.S.-based manufacturing compared to competitors remains a strategic concern for Washington.
