In late July 2026, Australian Defence Industry Minister Pat Conroy reversed an earlier statement that the U.S. submarine rotation at HMAS Stirling would end when Australia’s own Virginia‑class Virginia-class submarines arrive in 2032, saying the United States could continue operating submarines from the Perth base on an indefinite basis, though not as a permanent base. A week later Conroy clarified that the Submarine Rotational Force West (SRF‑West) (SRF-West) is intended to be an enduring element of U.S. force posture in Australia, and the Pentagon issued a statement confirming that U.S. submarines will remain at HMAS Stirling indefinitely. In early August the Pentagon reiterated this position, ending a brief period of confusion about a possible five‑year five-year limit. By the following week the United States formalised a framework to station about 2,300 U.S. personnel at the base, re‑activating re-activating Submarine Squadron 3 and undertaking more than $6 billion in upgrades, including extensive construction work. Western Australian officials stressed that HMAS Stirling remains sovereign Australian territory and will not become a U.S. base, even as the expanded presence supports the AUKUS submarine force and broader Indo‑Pacific Indo-Pacific deterrence efforts. By mid-August, Pentagon Undersecretary for Policy Elbridge Colby described the HMAS Stirling facility as “tremendously important” and a key value for both nations. Colby noted that the U.S. has been “very clear in private” with Australia regarding AUKUS expectations and emphasized that the administration maintains a “very tight discussion and a very clear understanding” with Australia to ensure stable and realistic expectations for the partnership.
