Varna municipal land and construction disputes

Overview

The Varna Municipality and regional administration are engaged in multiple disputes regarding land use and illegal construction.

In one instance, the municipality has initiated administrative procedures to demolish the Nemo restaurant in the ‘Starite Lozya – Bunata’ area. Officials determined the two-story building was constructed without a permit and does not qualify for tolerance under the Territory Management Act. A separate report also identified an illegal car wash and dining facility in the ‘Sv. Nikola’ area.

Simultaneously, tensions have risen between local fishermen and the regional administration over the ‘Cherno More’ boat mooring site. Regional Governor Mario Smurkov stated that the site must be vacated following a Supreme Administrative Court decision, alleging the land is private state property and has been used without legal basis. While the administration cited evidence of unregulated construction, fishermen have denied these claims and expressed concern over the loss of their livelihoods.
